The middle ground of products is the least stable. Cars are slower than trains but more available and convenient. Airplanes are a lot faster. Trains have the inconvenience of airplanes with having to schedule the trip and travel to the terminal without the speed of planes. Trains can only expand by taking business away from products the customers prefer.
You can see in Europe more and more budget airlines taking business from their trains' long distance travel. So rather than leading Europe, Biden wants us to go to where they were fifty years ago.

I’m driving from Maryland to central Vermont next week for work. I checked the route on Google Maps and it also showed a rail route. Going by Amtrak takes a full three hours longer.
I think that also includes part of the route on Acela
