Naval Support Activity Bethesda first warned in a tweet that "all personnel should shelter in place" and the "public is asked to avoid the area." It added that the reported bomb threat was directed at Building 10 and all gates to the base were closed to non-emergency traffic.

Should be treated at least like a fire drill - get folks outside.
Because the facility is large. If everyone is running around, you would get more people hurt if a bomb actually detonated.
And you don’t leave patients alone during an “event.” They are always the priority.
