I hadn't thought of that. Interstate Commerce is within the fedgov Executive Branch enforcement by the direction of the Congressional Interstate Commerce Act of 1887 based on the Commerce Clause in the Constitution. Remember Reagan firing the striking Air Traffic Controllers decades ago? It was found to be Constitutional. If Trump was in place, he would fix this. Not sure how, but he would have had it fixed months ago.
