The incident I described happened about 15-20 years ago.
They are rewarding finding an organized crime “ring”. Most car break ins are individual drug users trying to support their expensive drug habits. The organized crime “rings” are the drug suppliers and the fences for stolen goods which is to say they are not organized. Offering a 100,000 dollars reward for information about an organized crime “ring” just makes it look like they are doing something but no one will find a “ring” because it doesn’t work that way. They get to stand in front of audiences and be applauded for applying innovative solutions to the problem.
Like I said, they are offering a reward for organized crime “rings” not individual break in crooks. They won’t arrest shoplifters if the theft is less than 900 bucks so why do you think having someone break into a cat is going to net a 100,000 dollars reward?
No but a load of double oo buck might.
Ratting out the mere riff raff will not get you a dime because the anarchist DA doesn't prosecute these petty crimes.
In short, if one were to stumble upon the "crime ring," one would not live long enough to collect the bounty.

37. Time for the old bomb-rigged bait cars. You can use tear gas, flash grenades/bombs, a little TNT or plastique. After the first 20 or so brothers and pendajoes get a taste of instant justice, I would suspect that car thefts would become extinct for parked cars.
Another reason not to go to California.
