Naive missionaries. Haiti is unfixable. French missionaries couldn't do anything for those people 200 years ago. Voodoo is their religion. Even ostensibly civilized Haitians practice voodoo.
It would take mighty spiritual armor to tame Haiti and overcome Satan. And nothing is going to overcome their intrinsic IQ deficit.
