That's how you get a few nukes on principal military sites with a much bigger nuclear war to come. What you want to do is test the waters and wear the Americans down until you are sure they are dull and unable to respond.
Or they wish to scare Taiwan into surrendering without firing a shot. Militarily, Taiwan is no match for the PRC. Will the US come to Taiwan’s defense? How much are we willing to risk in a confrontation with the PRC?
Red China is trying to bait Taiwan into tell them if they have nukes or not.
