Like everything Leftists do, the question would be: "who characterizes traffic stops that promote discrimination, and who get to characterize what traffic stops promote public safety?"

Given the way they operate, they will simply change rules on the fly to accord with their political goals and prosecute the "right" people accordingly.

A car without proper lights (head, tail, brake) ARE THREATS TO PUBLIC SAFETY.

No. Va now looks like a roadway for every type of “light” violation in creation. This is esp. true for black cars, with, without tail lights, can lead to rear-end collisions. The same for dark cars with NO brake lights.

A lot of people appreciate it when I inform them that their light(s) are out or that they forgot to turn them on, esp. at dusk.

The operational word should be “inform”, not “warn” or “ticket. People will have more respect for the police who make them safer in a polite, professional way.

However, having lived in North Philly, N. Broad Street, I know what cars suffering from dereliction of maintenance look like and if the area is composed mainly of minorities, what the hell does that have to do with car safety?

Light bulbs don’t discriminate against their drivers/owners. It only happens in the minds of corrupt Philadelphia politicians who infest a once great city like the rats of the Great Plague of London.
