It is the same problem as with the whole US economy. Why the he!! don't we manufacture items like cell phones here in the United States? Chip fabs are expensive requiring a huge amount of capital. American businesses would rather have a foreign entity spend the billions and the risks be dammed. Short term thinking, imo.
