So a government university has to bribery an elected city council member to get anything done. What is a private citizen to do if they need something like a permit to build a house? Great government you have there, wonder if you are going to keep it?
Oh I did not read where the university person was arrested for bribery! It takes two you know! Only one is called embezzlement.
