They write it to make it appear that Farve took money by being on welfare, rather than being paid for running ads.

The welfare dept goes to Farve to run some ads and pays him for his effort.

Later, some bean counter decides that payment for ads wasn't kosher and demands a refund from Farve.

Famous people are constantly doing ads for some cause, and if they get paid by agreement, that is not their fault.

The real villain is the reporter and the media that distorts the real facts.
