So Wilhelm is saying that New York doesn’t agree to the Constitution, since the guy that wrote it is anathema to them.

Jefferson was in France when the Constitution was written.

He wrote the Declaration of Independence.

Oh Details. He was corresponding with his buddy Madison and others before and during the Convention and the need for a BOR is credited to him by Madison, with whom he specifically discussed the amendments.

So I generally think of Jefferson as the intellectual force behind the Constitution, and Madison as the executor.

Think that’s reasonable.
