OK, I just checked New Jersey, but I don't know anything about it.
Looking at my spreadsheet, I'd guess they cheated in Essex County, Somerset County, Union County, Morris County and Bergen County, for starters.
That's just looking at the spreadsheet and an offhand guess, without knowing anything about The Joisey.
