Seeing that Riker’s Island is an island, why not just terminate all food deliveries to it and if it depends upon external electrical power and water, shut them off. Putting them under an old fashion siege seems a good way to starve them into submission.
Yeah, I was thinking that too. Just announce food will return when they are all in their cells and the keys are thrown into the hallways.
