Overall, the military's vaccination rate has climbed since August, when Defense Department leaders, acting on a directive from President Joe Biden, informed the nation's 2.1 million troops that immunization would become mandatory, exemptions would be rare and those who refuse would be punished. Yet troops' response has been scattershot, according to data assessed by The Washington Post.
For instance, 90 percent of the active-duty Navy is fully vaccinated, whereas just 72 percent of the Marine Corps is, the data show, even though both services share a Nov. 28 deadline. In the Air Force, more than 60,000 personnel have just three weeks to meet the Defense Department's most ambitious deadline.

I think you are confusing taking action against an enemy in war with taking action against yourself in peacetime.
The threat was to DD everyone who refuses the vax. If 100k troops opt out and takt the proffered DD it would occasion some schadenfreude. But it would assist in the purging of the military of conservative and Christian troops so that it will be much harder to field an effective force in foreign operations and easier to field an effective force against domestic dissidents.
It makes perfect sense to encourage American troops to refuse a U.S. developed vaccine against a Chinese engineered bioweapon, especially if we anticipate a military conflict with China in the future. Nope, no problem here. Carry on.
Marines are stubborn and don’t like being pushed around. It’s part of what makes them Marines. So if you’ve got some who just think the mandate is wrong...they won’t budge.
People who don't get the shot will get non-punitive discharges - which still sucks.

Determination by a medical provider that further vaccination will seriously endanger patient’s health
Medical, Reactive exemption: Previously severe reaction after specific vaccine (e.g., anaphylaxis)

There will be a lot of litigation on this…. Clearly rushed process for testing the vaccine that did not go through the normal process. Lots of data to show that there is little risk to the force from not being vaccinated… more than a few people have already retained council. The Whitehouse doesn’t want this in court because there will be discovery and they will lose. Relax and get some popcorn. More than a few service members already claiming injury from the vaccine….
About the only leverage servicepeople have is to not reenlist.
The “Commander-in-Chief” may win a battle, but he can lose a war.
The Marine Corps can’t afford to lose 28% of its most determined fighters.

Employer mandates are being seen as politically-related employee purging.
None of this is about helping people. It’s all about forcing folks to comply with progressives orders. If it had anything at all to do with helping people there would be no war against alternate treatment regimens. Lot of service people are seeing this, and it has nothing to do with whether or not soldiers will comply with orders to “Take that hill”.
So the choice is - submit to the vax, so you can have the chance to die for woke, careerist generals, and DC insiders and elites who hate you
Or not.
