An avalanche of lawsuits, not just one, might keep it from happening before the election.

The real question is, are they already doing it. Gee, if there was just one Fairfax whistleblower that said Fairfax was anticipatory taking unwitnessed absentee ballots their whole absentee batch might just be considered tainted gee gosh.

Virginia Republicans have tried very hard to have poll watchers in place to keep an eye on such things. I don't know how successful that will be. Of course, I'm sure even the "witnessed" ballots are full of fraudulent signatures.
