The next step would be the same three panel of appeal court judges would hear the merits of the case. Nobody can shop for a favorable judge at this stage. Then it will likely go to the full 5th circuit appeals court. Finally the U.S. Supreme court will decide this. This is the Democrats last chance to stop this Texas law.
