It was something a Sioux friend’s father would tell me about how the government would delay food, steal kids, and do experiments on them. A lot of the generation of my friends grandfather ended up in Indian schools, where all sorts of things were supposed to have happened (killings, medical experiments, etc).
I will see if I can find some information
