There is an one EO that most certainly does apply to 2.5 Million uniformed personnel and federal workers, many of whom have already lost their jobs, pensions and livelihoods. The uniformed part has already gone out as an order from the SECDEF and is being enforced. The federal worker part has already been issued as OPM guidance and is working through the services and agencies now to as specific orders. There is also a second EO that certainly applies to millions more federal contractors and health care workers, that has also already gone out as guidance via Federal Acquisition Regulation 2.101 and has already led to many lost jobs. The OSHA guidance for busninesses greater than 100 persons is what you are likely focused on, and that has not gone out as federal guidance... but it was never intended to. As soon as guidance is published it will be trapped in the courts, so Slo Jo is seeing how many businesses he can push to issue guidance based on the threat alone.
