Active sonar would generally be needed to “see” silent things, or all-but-silent things...
A U S. Navy sub or other vessel can much more easily be detected by an enemy vessel if the U.S. Navy sub or vessel is employing active sonar to get a picture of the immediate surroundings.
Most of the time, active sonar is not used. Passive sonar, used more or less all the time, won’t pick up on things that are noiseless or nearly so.
Just some thoughts.

I remember a sonarman telling me that the the sonar arrays in the Atlantic could hear a Russian Alfa going to sea at Vladivostok. A great story. I’ll bet the Chinese subs aren’t much better. They probably sound like a Model T Ford.
