Yep, he’s looking ahead and playing the part of magnanimous victor, i.e., telling voters who don’t like him and voted against him that they matter and he’s still working for them, blah blah blah.
I hate to give the devil his due, but that’s the right way to play it. It may be a total lie, but at least it strikes a conciliatory note. It is a lesson in leadership and smart politics, and it’s the opposite of the Peronist style (”to my friends, everything; to my enemies, not even justice”) employed by, say, Pope Francis. The latter style, gloating over your opponents’ subjugation, ultimately accomplishes little other than embittering those opponents.
