If born without a BC of live birth, it is acceptable to present witness affidavits, family bibles, etc to establish proof of live birth to the state. The testimonies of the members of your local church will go a long way as well.
There are workarounds that have been used for over a hundred years to solve this issue. I am also sure SS, Medicare, welfare documents would also support establishing the proof needed to allow the state to create a Certificate of live Birth for this person.
