If you use a google as a search engine, do it from a network where they use 1-to-Many NATing. From an IP address perspective, all traffic will be shown coming from the same IP address.

Segue does not imply that it isn't already there. In its first definition it means "proceed to what follows without pause —used as a direction in music" Merriam Webster

My comment uses its second definition:

"to make a transition without interruption from one activity, topic, scene, or part to another"

Notice that in definition 2, segue refers to something that is already in transition, which doesn't mean that the process of transition is recognizable. It means that as the transition moves toward completion it will become apparent. So the meaning of my use of segue does not mean that the impetus to abuse google for purposes of identifying political dissidents is not already there and even happening, but rather that if the first, most recognizable abuse of power is not stopped, then the second impetus will transition to 'lawful' completion, leading to identification of dissidents via key words.
