Pertinent questions:
- Was he a repeat offender?
- Was he a flight risk?
- Was the victim cooperative?
If “No” to these questions, it would be hard to hold him in jail. BUT, there should have been a restraining order and the defendant probably had a no-contact order or no abusive contact order against him.
Very hard to deal with a first-time offender especially when the victim is uncooperative and very often, female victims are uncooperative.
Having said that, it sounds like this prosecutor is tainted.

The Loudoun County sheriff's office responded. At that time, she reported two domestic violence episodes to police, leading to Lollobrigido's arrest.
I dunno.
Does "two domestic violence episodes" mean "repeat"?
