No, they didn’t. The “mission” was to spend as much money as possible making contractors and defense contractors rich beyond their wildest dreams while at the same time doing as much damage to America as possible.
They succeeded on both counts.

Exactly! I can attest to the former as having many friends retire from the military and go straight into contracting jobs in Afg, making 150-250K a year. Companies like Dyncorp have reason to be angry(/s) after years of multi-million dollar contracts and then oddly losing out to a smaller company who bid lower but manages to increase costs and still make multi-millions.
