I, too, would like a credible source for this. I don't believe that FDA, CDC, or NIAID employees, being federal employees, are exempt. While the USPS is not, strictly-speaking, a "federal agency" (as was the old "Post Office Department"), it is my understanding that USPS employees are themselves federal civil service employees. Whether they are subject to the Biden directive regarding federal employees, or whether theirs is a special case, I do not know. Perhaps the USPS employees will be subject to a mandate only after OSHA issues its "emergency" rule.
That Pfizer and/or Moderna employees would be exempt from any OSHA mandate strikes me as extremely unlikely.
That the legislative and judicial branches would not be covered is hardly surprising.
