Well your ignorance is showing as Texas does have a PRIMARY election and it is up to the people in Texas to be smart enough to never vote for anyone who has served 2 or more terms.

Lazy people just say it can not be done and think somehow these politicians might vote in term limits. IT IS OUR JOB even if you refuse to do it.
