But aren’t most of these medically-qualified NYNG members already working at medical jobs in—New York? So she’s taking people from jobs where they know what’s going on and putting them into places they’ve never been. This doesn’t appear to be the brightest of ideas.

Of course. Nothing increases productivity and reduces mistakes like making people travel away from home and work in a strange environment with people they don't know. It makes it much faster and easier for them to find needed supplies, respond to patient emergencies, and deliver complex medical care.
