Ballot harvesting is also legal in Kalifornia.

So what if they "harvest" the envelopes directly out of the mailboxes, and save the voter the time and effort of filling out the ballot themselves?

I’m sure there’s many safeguards against that and the bill is written exclusively to make sure that it can’t happen.
