I honestly do not get why any marriage license was needed. If she never changed her name and her birth certificate and SS card reflected that it should have been enough. Whether her husband took her surname is immaterial unless he was applying for a license as well.

I think she is making a lot out of nothing. Suspect she is playing a political game to complain about TX having election laws written to avoid election fraud.
Will not speculate past that. It does not pass the smell test.

All of the utility bills, the mortgage, etc. were in her husband’s name. There was nothing that legally put her as a resident in the state of Texas - just him. They needed legal proof that she was married to him.
How does the DMV know that he's her husband, and not say her brother? If they are siblings, and being adults, probably not residing at the same address. That's the reason for providing a marriage license to prove they are husband and wife.
