Most of those shot have nothing to do with the gangbangers. Here in Shitcago (I live in the far, far southwestern burbs but still know this to be fact, it's kinda 'common knowledge' here in Hellinois) it's a gang initiation to go out and randomly shoot & kill people. If it kills someone and gets in the news cycle "all the better" for the gang banger wanna-be doing the shooting since that puts them into the gang.
