Federal law has prohibited discrimination for 55 years, so just what are these "barriers"? And the term "underserved communities" really grates on me. What is that supposed to mean?
I hear it in Seattle regarding the public utilities, where I used to work. As long as you pay your bills, when you throw the switch, the lights come on. When you turn the spigot, water comes out. Every week, your garbage is picked up. What does race or sexual orientation or being a Muslim have to do with it?
