The only theory supporting the federal authority over the transfer of firearms, including silencers, is that the Constitution’s interstate commerce clause justifies it. In that case, if a firearm or silencer was made in a state, and stays in the state, then the federal government has no jurisdiction.

Exactly. They were willing to cut off their own base to spite President Trump. They succeeded in doing so. Much of the failure can be laid at the feet of Speaker of the House Paul Ryan.

The Republican Party has been doing this to gun owners for decades. There hasn’t been a single Federal gun law, regulation, or rule that’s been repealed by any Republican President in my life time.
Not one. The AWB “expired” so that doesn’t count.

Some of the worst parts of GCA 1968 were repealed, such as the requirement to give ID for “pistol” ammunition sales.
