My understanding enforcement will start off as education and outreach. If people continue to ignore the law the regulated authorities will increase the enforcement.

My Canadian wife is not getting a shot. Neither is her mother in Alberta. As things now stand, they may never be able to legally meet in person again, because Canada is gung-ho on vaccine passports, and once in, they WILL NOT go away, the parameters will only change (expand). The LAW OFFICERS did not know the law, and were incapable of providing education and outreach. The CITIZENS were the ones doing the education and outreach. The CITIZENS were quoting chapter & verse of the laws that ALLOWED them to be there.
