Congress as a separate branch of government is not subject to Executive branch mandates (as is the Judicial branch). That said, I don’t think ordinary citizens not employed by the Executive branch are subject to Presidential mandates either.

Members of the military are required to take all kinds of ‘shots’. Has anyone ever received a Dishonorable Discharge for not taking the shots?

Wonder why?????, it’s called separation of powers. The executive branch cannot dictate to the legislative branch. Otherwise, the executive branch could tell the legislative branch which laws to pass, what appropriations should be made.

It’s still not a mandate, even if you have to leave the armed forces. You still have a choice.
