There are holes you could walk a horse through. Some approvals, some not. Approval based on inaccurate data, 91% protection which was postulated early on but is 60% or less now that variants have appeared. Check the criterion in the FDA announcement, clearly these are not met.

Declining protection is common in vaccines and does not affect the approval. The fact that the vaccine is not fully approved for children under 15 does not affect the fact that it is fully approved for adults 16 and above.
