Either way, the deaths and hospital case numbers will be used as further justification to impose draconian, un-Constitutional measures on the un-vaccinated. Those currently "fully vaccinated" will find themselves in the same bucket as booster shots will be required in order to regain your "fully vaccinated" social status.
