Virginia as well, at least back when I lived there. Lots of smuggling going on between Va., Md, and D.C.: Cigs from Va. to Md., booze from D.C. to Va. In fact, Va. revenuers would stake out D.C. liquor stores and bust people crossing into Va. with a trunk full of untaxed booze. Serious fines were levied.
