“Sec. 49. STATE DEBTS. (a) No debt shall be created by or on behalf of the State, except:
(2) to repel invasion, suppress insurrection, or defend the State in war;”
Many forget the governor has a duty to repel invasion.
Why this isn’t well known or reported in the MSM when they accuse Texas as acting unconstitutional when building the wall or intercepting illegals. . . oh, yeah. . .never mind
