Probably some loud, backroom argument, wherein Blinken threatened to resign, unless the military took ownership of this big mistake. He said he has enough on his plate, without falling on his sword over this one, too.
Blinken is looking like a desperate, exhausted, depressed person of late, which is appropriate, IMHO.

Blinken lied during his testimony. Rand asked him several times and he said he didn’t know. He knew he killed children.
