Looks like Californians huddled in their nice little single-family home suburban enclaves are about to get invaded with high population traffic and infrastructure degradation. If these high occupancy homes are for lower income, you can add crime and blight to that too.

Many subdivisions have deed restrictions.

The Constitution prohibits the impairment of contracts by state governments.
