Are you sure that is not something that is self identifying as female?
She’d be more feminine if she were just “identifying” as female. (Honestly, though, as a former homely teen myself, I do relate to the presentation. At that age, it feels safer to embrace it than to open yourself up to ridicule trying to do the best you can with what you have.)
