One of the things that contributed to the NYC flooding was their clogged street drainage system - there's so much garbage down there, it slows down the water drain and creates the back up on the streets.
NYC needs a good roto rootering.....

They paved paradise and put up a parking lot. Sort of hard for rain to soak into thousands of miles of concrete.
