Problem here is, that adequate community policing is NOT being tried, and the police out there get no help from the judges and prosecutors, who will not carry out the justice demanded for the perpetrators once they are first caught.
Catch and release is no way to run a justice system.

The university system in Ca is its own nation state. It has its own inertia and no one from the state or federal government is going to change its course IMO. It needs be ripped out by the roots and started over but that ship sailed long ago after Gov Reagan.

Those social workers will need it in the long run.
They will also need to increase the number of ‘mental health’ days, as these social workers will be under increased stress.
Will the social workers be armed? If not, they will need armed (that is, police) escorts in many confrontations with ‘clients’.
