What is the matter with the water departments in these states and cities? Our water department sometimes adds clorine to the water you can smell it when it comes out of the faucet.

That won’t necessarily fix the problem.

The chlorine is a disinfectant. Usually twice a year water departments will flush their lines and add extra chlorine. This is done to get chlorine throughout the distribution system.
