I think you’re right there. The whole creation of the investigating committees like Bright Star and Blue Book, two that were in the works in 1947 and already operating. (Blue Book starting in 1948), was not to prove the sightings but to use the evidence to disprove them.
The US Air Force even has a regulation on UFO’s: AIR FORCE REGULATION 80-17 which replaced AFR 200-2 in September 1966.

If you read the reg, it sufficiently creates the playbook for ways to deny and/or stall a sighting even at local level.
