The Waco sheriff could have arrested David Koresh peacefully and without incident at the local mini-mart where David Koresh stopped to buy milk every day. They were on a first name basis. The ATF / FBI refused to allow that to happen. They wanted a high profile assault that made for national television. They got exactly what they asked for.
