the one-year moratorium on Kosovo’s search for new membership in international organizations and a one-year moratorium for Serbia’s de-recognition campaign against Kosovo.

Isn't it up to Kosovo and Serbia to decide whether or not to extend the moritorium? If they think it's in their benefit they they'll extend it. If they don't think it is then nothing we can do will get them to agree to an extension.
