That is what is meant by “not intended to protect the wearer”.
The mask in countries like Japan are worn by people who ARE sick, so if they cough, they are less likely to spread their infection.
Even N95 masks will not completely filter out a covid molecule. The covid virus is ONE micron in size. The N95 masks have holes that are three microns in size. So, the covid virus will pass through it too. A cloth mask has holes 100 microns in size. Hence, the analogy that wearing a cloth mask is like putting up a chain link fence to keep out mosquitos.
