Probably not. The tracking data that is available commercially is usually anonymized. But it has been shown to be easy to de-anonymize since the phones spend the night where their owners do, and go to work with them during the day.

That factor is one that was used, and is very reliable. Heather Mullins described it in detail a few days ago when the story broke.
You don’t need people’s names (although it would be helpful), if you see where a cell phone spends the night, and where that cell phone spends a work day. That’s assuming they work, which RATs have a tendency not to do.
