This went on 100% in the last district I worked for before retirement (last year).
Loss of enrollment means loss of teachers, administrators and funds top to bottom so no one ever said a thing.
And, of course, no audit, ever.
Around here, the school faked kids having a disability (the whole class) to get more money. They don’t care about the students. People should take their kids out of these prisons. When they start losing all that money per student, they’ll have to start firing teachers.
